>>WATER QUALITY

OHIO'S ENVIRONMENTAL PROTECTION AGENCY IS PROPOSING CHANGES TO ITS WATER QUALITY MONITORING PROGRAM THAT WOULD REDUCE THE AMOUNT OF SAMPLES TAKEN FROM THE STATE'S RIVERS AND STREAMS.

THE COLUMBUS DISPATCH REPORTS THE OHIO E-P-A IS PROPOSING TO FOLD THE 98 WATERSHEDS NOW SURVEYED INTO 37 LARGER PROJECT AREAS. THE AGENCY SAYS HAVING FEWER SAMPLING AREAS SHOULD ENABLE MORE FREQUENT TESTING. THE NEWSPAPER REPORTS IT CAN SOMETIMES TAKE 20 YEARS FOR RESEARCHERS TO GET BACK OUT TO SOME OF THE CURRENT SURVEY SITES. THE AGENCY ANTICIPATES CUTTING THAT TO ONCE EVERY 12 YEARS UNDER THE PROPOSED CHANGES. CRITICS ARGUE THE CHANGES WOULD PROVIDE LESS DATA ON WHICH TO BASE WATER QUALITY DECISIONS. I'M PETE SCALIA.

>>PREVENTING SHOOTINGS

A YOUNGSTOWN MAN ARRESTED THIS WEEKEND FOR CREDIBLE THREATS AGAINST A JEWISH COMMUNITY CENTER IS AMONG SEVERAL POSSIBLE TRAGEDIES AVERTED BY PEOPLE REPORTING THEIR CONCERNS TO AUTHORITIES.

TWO OTHER POTENTIAL MASS SHOOTINGS PREVENTED IN THE PAST FEW DAYS BASED ON SIMILAR REPORTS. AN EX-GIRLFRIEND REPORTED TEXT MESSAGES FROM A FLORIDA MAN WHO THREATENED A MASS SHOOTING. AND IN CONNECTICUT, POLICE WERE TIPPED OFF ABOUT A FACEBOOK POST THAT MADE A SIMILAR THREAT. WEAPONS WERE FOUND IN EACH OF THE SUSPECTS HOMES.

ACCORDING TO DATA FROM THE F-B-I, THESE SITUATIONS ARE NOT THAT UNCOMMON. THEY SAY THAT 84 PERCENT OF MASS SHOOTERS TALK ABOUT THEIR PLANS BEFORE THE ATTACKS, BUT ONLY 54 PERCENT OF PEOPLE WHO SEE THE THREATS EVER REPORT THEM.
